The install of GlobeWeather in Joomla! 3.x may take a while.
The install may even be aborted if you use the Joomla! FTP layer.

If you disable the Joomla! FTP layer, the install may proceed without problems. Make sure you set write permissions for the appropriate directories.

If this doesn't help, an upload file size limit may exist (may be as low as 2M). If so, you may need to contact your ISP to increase this limit.

As an alternative, you can do the following:
- Unzip the install package into a temporary folder on your computer.
- FTP-upload ALL FILES into a subdirectory inside the Joomla! temporary install directory /tmp, for example /tmp/globeweather.
- Install the module from the /tmp/globeweather directory in the Extension Manager.
- When the installation is complete, you may remove the /tmp/globeweather directory and its content.
